On the morning of January 20, 2021, the State Council Information Office held a press conference to introduce the relevant situation of implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and accelerating the construction of Beijing International Science and Technology Innovation Center. At the meeting, Beijing Vice Mayor and Secretary-General Jin Wei said that by 2025, the Beijing International Science and Technology Innovation Center will be basically formed. By 2035, Beijing International Science and Technology Innovation Center will lead the world in innovation, competitiveness and radiation, form a highland for international talents, and effectively support my country in building a strong country in science and technology.

Beijing Vice Mayor Jin Wei said at the press conference of the State Information Office that during the 13th Five-Year Plan period, Beijing's original innovation source capacity has been further enhanced, and a number of world-class major original achievements such as Mayorana arbitrary sub-subs, new gene editing technology, Tianshi, quantum direct communication prototypes have emerged. In the next five years, Beijing will further adhere to the principle of "forging strengths" and "filling in shortcomings", base itself on self-reliance and self-improvement, insist on doing what it is and not doing what it is, and carry out research and development of key core technologies in key areas around the "four aspects".

First, in terms of forging long boards, further strengthen the leading advantages in key areas. First, strengthen cutting-edge basic theories of artificial intelligence and key common basic research, attract high-end artificial intelligence talents through the "Zhiyuan Scholars Program", cultivate more young scientific researchers, and accelerate the construction of independent underlying technical architecture. The second is to support the ecological construction of core technologies and software systems of key quantum computing devices, and promote the application in the fields of big data search, artificial intelligence, drug research and development. The third is to support the research and development of cutting-edge technology in blockchain and build a technical framework system with computing power models and software and hard technology support. Fourth, support the development of biotechnology research and development of cutting-edge new technologies in life sciences, and key technologies for biosafety prevention and control.

Second, in terms of making up for shortcomings, we will focus on conquering key core technologies in important areas. First, promote an integrated breakthrough in the production and research of integrated circuits. The second is to carry out technical research on key new materials and accelerate the research and development process of technologies and products in the fields of third-generation semiconductors. The third is to focus on general-purpose key components and develop key components that break through some instruments. Fourth, promote breakthroughs in the research and development of high-end instruments and equipment, and support the formation of a batch of customized scientific instruments and equipment serving major scientific infrastructure.

Li Meng, Vice Minister of the Ministry of Science and Technology, introduced that the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China clearly proposed to support the formation of an international science and technology innovation center in Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area, which has given new goals and tasks to the construction of Beijing's science and technology innovation center. The Ministry of Science and Technology and Beijing actively implemented it, jointly planned the construction plan of the Beijing International Science and Technology Innovation Center with 21 departments including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Chinese Academy of Sciences and other 21 departments, and proposed the "Strategic Action Plan for the Construction of Beijing International Science and Technology Innovation Center in the 14th Five-Year Plan" to form a systematic, holistic and collaborative design and arrangement.
